The Hong Kong Rugby Bali Fund was formally established on 17 January 2003 jointly by the Hong Kong Rugby Football Union and the Hong Kong Football Club, with HSBC Trustee (Hong Kong) Limited having been appointed as Trustee of the Fund. A five member Executive Committee has been appointed by HKRFU and HKFC.
The Executive Committee consists of Mr. Dermot Agnew (Chairman), Mr. Paul Smith (Treasurer), Mr. Andrew Penfold (Secretary), Mr. John Molloy and Mr. Ross Mitchell. Further information about these individuals is set out below. The Executive Committee is responsible for most of the management functions of the Fund including making decisions about the disbursement of the Fund. The Executive Committee has a wide discretion to decide who should benefit from the Fund and to what extent.
Beneficiaries of the Fund include the men and women who were injured in the Bali bombings on 12 October 2002 and who were associated with the Hong Kong Football Club or the rugby community in Hong Kong, as well as the partners, children and families of the men and women who were killed in the Bali bombings and who were associated with the Hong Kong Football Club or the rugby community in Hong Kong. The Executive Committee is also responsible for nominating any individuals or organisations in Bali to benefit from the Fund.
All of the proceedings of the Executive Committee are treated in strict confidence in order to protect the privacy of the beneficiaries. As such, the Executive Committee is unable to discuss any confidential matters or specific circumstances with third parties.
Fundraising activities to date have generated a net amount of approximately HK$6,500,000 and as of end March 2003, the Executive Committee has distributed or approved for distribution almost HK$1,000,000. This money has gone to where it is most needed to address immediate needs.
In its second distribution phase, the Executive Committee is working hard to assess all individual cases in order to determine what further distributions will be made based on long term needs, and this process is an iterative and ongoing one and is expected to take several months.
There is no doubt that all the money will be used and that additional funds will be required. Accordingly, various fundraising activities are underway continuously.

Background on Executive Committee Members
- Mr. Dermot Agnew (Chairman)
Dermot, a member of HKFC since 1972, is currently President of the Club. He is a former Captain of Vandals and Club Select and was Chairman of the Rugby Section. He is a Vice President and former Chairman of HKRFU. As President of HKFC and through the Bali Steering Group he has been much involved in many aspects arising from the tragedy.
- Mr. Ross Mitchell
Ross is the Director of Laws and Referees at the Hong Kong Rugby Football Union. He has been involved in rugby in Hong Kong for over 25 years. Ross is a well known official around town and has been refereeing the game at all levels for over 10 years.
- Mr. John Molloy
John is currently Chairman of the HKRFU. He has been a member of HKFC for 21 years and is a former Chairman and Club Captain of the Rugby Section. In later years he played for Select for four seasons and played with many of those lost in Bali. He has been closely involved with all matters arising since the tragedy.
- Mr. Andrew Penfold (Secretary)
Andrew is a member of HKFC and a longstanding player for the Select rugby team. He was mates with all the Rugby Section members killed in Bali and had toured with most of them. He was Chairman of the Organising Committee for the Fundraising Dinner on 7 December and has been involved in various other fundraising initiatives for the Fund. He was also involved on the legal committee in setting up the legal documentation for the Fund.
- Mr. Paul Smith (Treasurer)
Paul has been a member of HKFC since 1996 and a playing member of the Sequins and Contemptibles rugby teams since that time. He is also a UK Chartered Accountant.
